I suspect this is a hardware issue as it only seems to happen when the Mac has warmed up. Then after about an hour for no discernable reason it will connect at the default higher resolution 1080p. So it is definitely a problem in the Mac. I've tried USB-C to VGA adapter but same issue. I've tried other monitors, and other brands of USB-C adapters. It doesn't matter which USB-C port I use.
